Yikes! Ballooning Lagoon Apartments
...will cast a long shadow


  • Southshore Bay and Medley HOA homes are all members of the Metro Lagoon, paying $236 quarterly.  When most of us purchased our homes, there was no mention of planned apartments in the open space across from the lagoon. It's notable that Metro Development Group did not disclose in that they had already planned an apartment development (perhaps around 2017).
  • In fact, the Metro-issued site plans provided at the Lennar Sales office show only open space where the proposed apartments would stand.  Meanwhile all other lots surrounding the lagoon showed builder's plans (Lennar, D.R. Horton, roads etc.) giving the misleading impression that property west of the lagoon would remain open.
  • Most of us learned in early 2024 what developer  Dune Fl Land I Sub LLC had in mind when we discovered they were seeking a variance to build up to 45 feet.  The proposed 45' elevation will likely block the Lagoon's beautiful sunset views and with the proposed minimal setbacks will cast a morning shadows on DR Horton homes on Jackel Chase Drive, Ever Crew Pl and Oval Rum Drive.
  • Many concerned residents wrote to and attended the public County Commissioners meeting on May 7,  2024 re PRS 24-0385.
  • At a public Hillsborough County Commissioner's meeting, the developer's attorney defended the proposed apartments (PRS 24-0385).  Many homeowners spoke and there was detailed discussion of the increased elevation and obsolete 2017 traffic study.    Verbal Promises were made on height and other mitigations by the developers attorney but it's unclear whether they were documented.   (Per county records, 5 commissioners voted in favor of  developer:  They were Cohen, Hagan, Myers, Boles, Wostel.  Ms Cepeda voted No (for homeowners) and Boles has no vote recorded.)  
  • It appears that A LOT has been going since 2024 behind homeowners' backs - now three lots are included.

  •   INCREASED APARTMENT VOLUME AND HEIGHT

The NEW proposed project has ballooned to 535 apartments in 17 buildings  up to 42-45 feet high! 

Three lots appear to have been joined to make this much larger master plan

VICINITY MAPS DON'T REFLECT CURRENT OCCUPANCY AND TRAFFIC

The developer submitted the vicinity map below which misrepresents the density 

(it's from years before all the homes and lagoon was even built .)

  • Does it accurately depict all the ponds?  Is the south lot's undeveloped land counted as greenspace in master plan?
  • What was the Feb 2025 Special Warranty Deed ratified between Hidden Creek CDD and Lennar Homes, LLC without explanation ??
  • Why are there no CDD meeting minutes posted for that meeting (February 2025)?

MULTI- LOT PROJECT PLAN SUBMITTED TO COUNTY

    • PD (PRS-24-0385) - 396 units

    • PD (PRS-22-1093) - 139 units
    • Plan claims 43% green space, but most appears to be on other side of Hidden Creek Blvd
    • What might 15+ acres of dense buildings and asphalt do to flood control?





All three properties are listed as Hawk Management Co LLC but it's the same address METRO DEVELOPMENT GROUP, LLC
