Calling all homeowner auditors
If you haven't been following our dual HOAs, both CDDs and other companies affecting us, it's understandable. It's a lot to digest (just look at MedleyMembers.Net "Lineup" page for the full list of entities.) But now that our community has woken up, you may be wondering how you can help.
Consider researching obtaining a refund/reduction of HOA fees for both Medley/DR Horton/Holiday communities within our "Master HOA" (a.k.a. Southshore Bay Homeowners Association).
The SSB HOA has behaved like absentee landlords for all of 2025 by not posting required documents and not responding to concerns or information requests. But that's not the worst part, according to records that MedleyMembers has obtained, evidently we all paid for a contractually-required onsite Community Assocation manager (CAM) that the firm didn't provide for 4 months.
A young homeowner from DR Horton's side discovered and reported this fiscal error, at first to the CAM firm, and then to the FL DBPR licensure board when he saw that the financial error had not been corrected. It still has not to our knowledge.
Even though the licensure board (DBPR) corroborated his findings, they didn't act because they are chartered for condominiums, not HOAs. So we are where we left off, we homeowners, via SSB HOA, evidentally paid for a phantom CAM for 4 months.
Add to this that the SSB HOA and CAM also did not hold the statutorily required Membership and budget meeting for the entirety of 2024-2025 budget season and just "rolled over" the same budget forward. Nor did they post the required Audited financial statements required by §720.303(7). In fact, at the time the complaint was filed, their website's last posted budget from 2021. Moreover, by failing to hold a Membership meeting, any homeowner review or discussion on the matter was avoided.
So a separate complaint was made to the DBPR licensure board about Breeze/Kai to failing to hold the mandatory Annual Membership Meeting which was supported by evidence. However, the SSB HOA didn't correct the situation by scheduling it during the normal autumn budget cycle. No, they waited until Christmas week (December 29, 2025) to schedule it.
- At the meeting, the board members were permitted to call in via Zoom, but not homeowners -- who had to attend in person. ("Rules for thee, but not for me")
- At the December meeting, the CAM couldn't resolve many homeowner budget questions and there was no membership vote which disappointed the ~40-50 homeonwers who attended.
- If we calculate the estimated $33,332 divided by the 1419 homes listed for December 2024, that would be about $23.48 per home. (Or as the HOA budget typically states that is "only $1.96 per home per month") But why should we homeowners spend a penny for services not provided?
Besides, wouldn't it be Kai's job to simply just refund the $33,332 to the HOA? After all, per the 2026 budget (eventually provided) that shows 2025 variances, they evidentally accepted the payments month after month. Also, we wondered why didn't the DBPR attorney who closed the case did not refer it to law enforcement for investigation? That's worth asking.
The excuse that the CAM initially provided to the DBPR for not scheduling the meeting was that the CAM could not reach or control the SSB HOA board. Wait, What? The HOA board's statutory contact address is listed on the Florida Secretary of State's corporations page. In fact, their statutory address is literally the same address at Kai/Breeze on the official Secretary of State document.
- Fun fact: Did you also know that Kai Connected, formerly Breeze Connected, has changed their name ('rebranded') 3 times in about 5 years according to the FL Secretary of State's Corporation website? (View filings here ) And they recently had a judgement filed against them in FL Curcuit Court, under the Breeze Connected name, for failure to provide financial documents for months while serving as community manager for our Hidden Creek CDD. Sadly, this is the state of our 'professional' management at the Southshore Bay Homeowners Association (a.k.a. Medley's Master HOA)

- FYI - The SSB HOA board is mostly held by developer-aligned directors, however, per legal filings, there was one homeowner on the board in 2024-2025. (See the 2025 Annual Report to discover who.)
